This facility begins in Los Angeles County (District 7) at Vermont Avenue in the City of Gardena, traverses Orange County (District 12) and then terminates in Riverside County (District 8) at the junction of Interstate 215 (I 215) and SR-60 in the City of Riverside. In District 8, SR-91 begins at the Riverside/Orange County Line and terminates at the junction of SR-60/SR-91/I-15.
