A Description of State Route 91

State Route 91 (SR-91) is an east west urban principal arterial traversing the urbanized areas of Los Angeles, Orange, and Riverside Counties.  This facility begins in Los Angeles County (District 7) at Vermont Avenue in the City of Gardena, traverses Orange County (District 12) and then terminates in Riverside County (District 8) at the junction of Interstate 215 (I 215) and SR-60 in the City of Riverside. The total length of SR-91 is 55 miles.

In District 8, SR-91 begins at the Riverside/Orange County Line and terminates at the junction of SR-60/SR-91/I-15.  The SR-91 corridor is an essential link to Southern California’s economy as it is the most direct east-west freeway that links San Bernardino/Riverside County areas of affordable housing to employment centers in Orange County and southern Los Angeles/Long Beach.

Corridor Specific Issues

  • The entire SR-91 route in District 8, some 21 miles is the subject of the CSMP.
  • Due to its key location the SR-91 Freeway faces major congestion and growth pressures.  Also, due to the steep adjoining topography other major transportation corridor improvement alternatives in the region will be very difficult, costly long term projects to implement.  
  • The SR-91 CSMP supports planning (such as the annual AB-1010 effort) for major transportation widening improvement projects as well as operational improvements.

CMIA Projects

 The CSMP requirement is noted in the Baseline Agreements of all projects receiving CMIA funding. CMIA funds have been allocated for the following improvement project on the SR-91 Corridor:
